## Service Model

WorldClass Estimates offers two delivery formats:

**Remote estimates (all 50 states):** Photo-based estimates, supplements, rebuttals, and expert reports. The estimate carries the client's letterhead (white-label). Best for routine cases the client will defend in-house. Typical turnaround: 24-48 hours.

**On-site estimates (Florida only):** Field inspection conducted by a WCE estimator. The estimate carries WCE's signature and includes a formal Audit Report and methodology disclosure document. ## Audiences and Use Cases

### Public Adjusters

Public adjusters in Florida bring WCE their hardest files — supplement disputes, cases heading to appraisal, and EUO preparation. WCE writes Xactimate estimates that give PAs the documentation, line items, and code citations the carrier cannot dismiss. Estimates are white-labeled under the PA firm's letterhead. Most cases work this way — supplements, early-stage claims, anything the PA will handle in-house.

For cases heading to appraisal, EUO, or litigation, WCE provides on-site inspection, signed estimates, and methodology disclosure. The estimator who signs the report is the estimator who personally inspects the property and is available for deposition.

### Property Litigation Attorneys

After Florida SB-2A (December 2022) eliminated one-way attorney fees in property insurance disputes, expert costs now come out of contingency. WCE provides court-ready estimates with on-site inspection, signed methodology, and an estimator who can be deposed when the case calls for it.

Each Named estimate includes a formal Audit Report and Variation Report consistent with Florida Rule 69BER24-4, with methodology disclosure suitable for challenges. The estimator who writes the report is the same person who inspects, signs, and testifies.

### Restoration Companies

Restoration companies work hard in the field — and then watch the carrier's desk adjuster cut 25-45% of every invoice. WCE writes mitigation invoices in Xactimate with full IICRC documentation (ANSI/IICRC S500-2021, S520-2015, S700), built to be paid the right amount on first submission. Equipment days, antimicrobial application, PPE, and disposal are documented with the framework references that close the carrier's default reduction paths.

### Claim-Funding Companies

When the contractors, public adjusters, and attorneys in a funded portfolio don't have a reliable estimator, the documents that determine recovery are the documents that put it at risk. WCE sits in two places the funder's underwriting can't reach: before funding (improving the invoice the contractor would otherwise submit) and after funding (recovering invoices the carrier ends up cutting). ## Technical Approach

WCE writes estimates that align with the codes, formats, and pricing databases that insurance carrier desk adjusters are trained to approve. Every estimate includes Florida Building Code citations where applicable, IICRC standard references where applicable, and a clear scope-to-line-item mapping in Xactimate.

For mitigation invoices, WCE references ANSI/IICRC S500-2021 (water), ANSI/IICRC S520-2015 (mold), and S700 (fire) operationally. WCE does not reproduce the text of these standards; it applies them in field practice.

## Florida-Specific Context

- Florida Rule 69BER24-4 requires Audit Reports and Variation Reports for property insurance estimates. WCE includes both by default on all Florida-loss estimates.
- Florida adopted the Daubert standard in 2019 for expert testimony. Expert testimony requires the estimator to have personally inspected the property — which is why WCE only offers signed/litigation-eligible estimates for on-site Florida cases.
